Bureau 47 approaches Geopolitical Risk Intelligence with the same instinct, reading regime stability, institutional trust, succession, alliances, economic exposure, critical infrastructure, human penetration, climate and resource resilience as parts of one system. When Joan of Arc entered Orléans, she brought belief, and belief became morale, legitimacy and eventually battlefield advantage. Her enemies understood that destroying the woman was not enough. They had to destroy the story.
Bureau 47 treats Information Warfare Defence as warfare over that same invisible terrain. The most dangerous intruder is rarely the one who makes the most noise. He enters quietly, studies the building and waits until his access becomes valuable.
Bureau 47's Cyber Threat Intelligence follows the adversary behind the alert, mapping infrastructure, tools, dependencies, operational tempo, criminal relationships and AI systems. Russia's activity against Ukraine and the wider EU and NATO environment showed why a cyber foothold, an influence campaign and geopolitical pressure must often be read as one design rather than three incidents.
Ethical Capability Denigration
There are moments when watching the adversary is no longer enough. Where lawful authority exists, intelligence becomes carefully controlled denigration of hostile capability.
The purpose is friction, not spectacle. Legality, proportionality and collateral assessment define the boundary, and Bureau 47 acts only in support of sovereign, industry and enforcement partners, never on its own authority. The same discipline extends to the adversary's machines: where lawful, we degrade the reliability of hostile AI systems through controlled confusion, until the machine can no longer trust its own inputs.

Bureau 47 was built by intelligence professionals who spent more than a decade moving between worlds that are usually kept apart: government and national security environments, Fusion Intelligence programmes for some of the world's largest social media platforms, Influence Operations and cyber campaigns as they unfolded, and EU and NATO governments supported through elections and war games.
That experience led to an uncomfortable conclusion. The attack surface had changed faster than the institutions defending it. So Bureau 47 began building differently: intelligence methodologies, AI agents and analytical products designed from first principles to work with human judgement rather than around it, by a team that is deliberately small, deliberately close to the mission, and able to move between technology, geopolitics, cyber, information warfare and strategy without losing sight of the truth beneath them.
